In June 2016, the Pulaski County Quorum Court passed a unanimous resolution removing criminal history background questions from county job applications, and delaying a background check until there is a conditional offer of employment.
Individual assessments are mandated when the background information is evaluated, applying the EEOC criteria. If the conditional offer is rescinded on the basis of this evaluation, the county must inform the applicant of the adverse action, providing them with a copy of their background report and a deadline to respond with evidence of their rehabilitation and/or provide mitigating information to contest the pending adverse action.
